Recently, a report released by IDC shows that the overall market for intelligent computing services in China is expected to grow by 79.6% year-on-year in the first half of 2024. "The intelligent computing service market is growing rapidly at a rate far exceeding expectations. Based on the growth trend of intelligent computing services, the market will continue to maintain high-speed growth in the next five years," said Yang Yang, research manager of IDC's China Enterprise Research Department, to the China Business Journal.
The essence of computing is the processing of energy. The generative AI revolution is coupled with the energy revolution. China faces a historical opportunity to build a unified large market for computing power economy and clean electricity. Data centers are accelerating their evolution into intelligent computing centers, which contain enormous industrial opportunities. Related enterprises will usher in a new round of development, while also needing to promote multiple innovations under policy guidance, with greening being one of the core points.
In terms of energy and electricity, the rapid and continuous expansion of intelligent computing centers requires substantial power support. If no measures are taken, it will result in massive carbon emissions. This requires both innovation in the power system and the provision of specialized green electricity supply centered around intelligent computing centers. American tech giants have begun to highlight the "power crisis" brought about by computing power, putting pressure on carbon neutrality goals; China, being a leader in the new energy revolution and the second-largest intelligent computing power country globally, needs to develop a green intelligent economy under the constraints of the 2030 carbon peak target.
On August 6, 2024, the National Development and Reform Commission, the National Energy Administration, and the National Data Bureau jointly issued the "Special Action Plan for the Green and Low-Carbon Development of Data Centers," which clearly states that accelerating the construction of a new power system, with the synergy of computing power and electricity, is one of the key projects. On August 7, 2024, the research collaboration with Global Zero Carbon jointly released the report "How Intelligent Computing Leads the New Power System: AI Changes Energy," estimating the total amount of intelligent computing power needed in China by 2030, as well as the corresponding total electricity demand. It proposed the need to quickly establish a 24/7 intelligent scheduling new power system to match the intelligent computing demand of each province with green electricity resources, allowing intelligent computing to achieve net-zero carbon electricity first, providing key practices and successful precedents for more sectors such as industry, construction, and transportation.

From the era of thermal power to the era of green electricity, the source-load change needs to shift to source-load interaction. In a power system dominated by renewable energy, computing acts as a flexible load that can find suitable green electricity in both space and time. This requires the establishment of a new power system nationwide, including innovations and deployments of the power market, power system, and integrated distribution networks for source-grid-load-storage carbon.
Recently, the Ministry of Industry and Information Technology and six other departments jointly issued the "Action Plan for the High-Quality Development of Computing Power Infrastructure," proposing "computing power + energy" to accelerate the construction of energy computing application centers, supporting the intelligent production scheduling system of energy, achieving source-grid-load interaction, multi-energy coordination, and intelligent regulation of energy demand. The new power system is a power system driven by digital information technology and dominated by new energy, which is an important component of the new energy system and a key carrier for achieving the "dual carbon" goals. With the implementation of the national integrated big data center system and the "East Data West Computing" project, promoting the full circulation and use of data resources as a new production factor, the integrated development of "computing power + energy" has become an inevitable requirement for building a new power system.
According to statistics from domestic authoritative data centers and computing industry media platform IDC Circle, by early 2025, computing power center projects will emerge across the country from Inner Mongolia to Yunnan, and from Qinghai to Jiangsu, with the computing service market experiencing explosive growth, construction scale continuously expanding, and investments exceeding 10 billion. China's computing power infrastructure construction has entered the fast lane, and the foundation of the digital economy is becoming increasingly solid. Meanwhile, according to a recent report from CDCC, American tech giants are actively building more data centers in response to the AI boom. Morgan Stanley predicts that to support AI data centers, the U.S. must increase its power supply capacity, requiring an expenditure of $20 billion for every additional 5 to 10 megawatts of electricity, equivalent to a 0.07% increase in GDP.
